That, or someone just dumped an entire pile of them near it. The latter seems more likely, considering the park is rather poorly-taken care of. Litter and graffiti aren't out of place here, and the upkeep for the grass and various flowers and plants in the park is lacking in the "upkeep" part. The so-called precious green is almost entirely made up of weeds.
At least the trees that line the side of the park are lovely at this time of year. The cherry blossoms are in full bloom... and coating all the benches with their petals. The good news is, it hides some of the graffiti! The bad news is "some".
